[Nix-dev] Zero Hydra Failures (ZHF) project for NixOS

Sounds good, we have travis in place that can do the check for small
changes (x64 only) and the staging branch that serves as inbound.

Too bad github doesn't make it easy to move a PR to another branch... We
should all ask for that feature.
