First, C4 says something weird about feature requests.

Second, I propose to start adopting C4 with

(we currently fail at this) and discuss the further adoption order 
after we succeed at this part.

I am afraid that implementing C4 in its entirety by just agreeing to 
follow it will slow Nixpkgs development by factor of two. I cannot
exclude even the factor of three…
