[Nix-dev] Turn on python3 support for vim in configuration.nix

For some reason it worked for me without setting vim.lua to false.
I searched for *with tiny* in configure.in
<https://github.com/vim/vim/blob/master/src/configure.in> at vim's github
repo. Also, from the message itself *(**configure: error: cannot use Python
with tiny or small features)* it was more or less clear what to do.
