I know of no such plans yet. OpenGL drivers are found via the
/run/opengl* symlink (vdpau is there, too). VA API is currently found by
setting an environment variable, so that is done when starting your
display manager (so it gets into env of every X app).
If it makes sense to use it without any graphics subsystem, then we can
change it, but I'm not sure if VA API is useful without graphics mode...
