Yes only that, the initrd script. Plus some slight change in nixos
modules (e.g. fileSystems).

Currently it is an activation script, with all the culprits you have
from an activation script: mainly having fixed hooks without
dependencies in between. I'm proposing systemd in initrd for the same
reason an init system with dependencies and services is needed on the
host. Because nowadays it's no more about simply mounting a local file
system.
