Did you dig through the Gentoo issue[1] already?

The "error: po/Makefile.in.in was not created by intltoolize." issue
apparently happens when a package is using "intltool" and "gettext"
simultaneously. It seems one should only use one or the other, not
both at the same time. So this looks like a bug in Cinnamon.
