[Nix-dev] Nixpkgs and NixOS moved to GitHub

Well, I think, those who used to have commit access to SVN should get push
access to git. And they will be accepting pull-requests into the main tree.
They have to be responsible enough to read pull-request diffs carefully
and, if needed, ask colleague for help with review (GitHub has all those
nice features — pull-request comments, commit comments, commit per-line
comments).
If someone of those members is working on an important feature which will
take several days and he feels like he needs a review, he is always free to
work in his fork and then open a pull-requests for others to see diffs and
maybe discuss/enhance.

Right now NixOS needs fast development. And small mistakes are not that
fatal — NixOS is all about just reverting back if something goes wrong. By
the way, the workflow can be change any time later. Let's find the best one
by trial and error.
