Maybe even call it NIX_DOWNLOAD_HOOK :-)

Should this env var be set in NIXOS configuration file and be passed to
booth: the nix-daemon and skeleton files which set env vars for all
users (?)

A hook would be nice because you can continue downloads easily then.
