That wrong copyright line, and we also should decide on whether
relicensing possible.

Also this should be stated in more verbosity: otherwise there could
appear some subtrees like GPL2-only documentation set or something. I
guess we want to write down a policy on whether it is possible and
whether we want a way of deciding that the license should be allowed to
change.
