[Nix-dev] what about merging upstart-jobs and services?

Plus lots and lots of configuration files, static data, and so on. Just have a 
look at services/subversion (the configuration for our Subversion server) - that 
stuff definitely doesn't belong in Nixpkgs.  You could argue that since it's 
somewhat site-specific it doesn't belong in the services tree either.
