Doing some uml experiments I got the same error (no upstart)
Still don't know yet why this happens.
As workaround you can try replacing /var/current/system/sbin/upstart
by a existing one from the store.. (either from debug2 console or by
editing the stage2.sh file within the store directly)
You should then be able to rebuild and see wether the trouble vanishes
(I don't know why it should.. :-( )
