Not yet, but I'd like to add it.  There is an issue about this:

BTW, www.kernel.org says:

  Additionally, the hostnames www.all.kernel.org, ftp.all.kernel.org, and
  rsync.all.kernel.org are worldwide round-robins among all four servers.

We could use www.all.kernel.org for downloads, but from this description I don't
think it returns a geographically close server.  Too bad.
