[Nix-dev] Hydra Building PRs

You know what they say: inodes make a fool of us all. I collected garbage
and that should fix it / trigger an evaluation on next push to the PR.


I've also enabled auto GC on the master (salves already had it.) I'll be
pushing this confit change to the hydraprs repo soon.

Note stats are available here - https://stats.nix.gsc.io/ though we may
need to track more.
