[Nix-dev] It’s Hacktoberfest again

Digitalocean & Github have a month long event where you
get a shirt if you open 4 PRs.

What’s new is that people are actively encouraged to mark issues
with the “hacktoberfest” label.
This could be a good way to get new people on nixpkgs.

How about we change the “good-first-bug” label to “hacktoberfest”
during that time?
