[Nix-dev] Link to nix.useSandbox in pull request template

I've encountered a missing dependency in a package, and created a pull
request [1] to add the dependency.

However, I'm not completely sure how to build/test this using sandboxing as
is suggested in the pull request template. Could the link to the
documentation be broken?
