[Nix-dev] nix-shell does not work???

I just verified this:

    echo $PATH | sha1sum
    a439474de411c2baec5dc5fad9d9c11180c7558b

    nix-shell -p beancount # a program I do not have installed... it 
    # gets downloaded after I called this...

    echo $PATH | sha1sum
    a439474de411c2baec5dc5fad9d9c11180c7558b

Of course, beancount is not in scope after calling nix-shell.

This is on:

    * System: 16.09pre85931.125ffff (Flounder)
    * Nix version: nix-env (Nix) 1.11.2
    * Nixpkgs version: "16.09pre85931.125ffff"

Should I submit this to nix/nixpkgs?
