I'm pretty sure the local LGBTQ groups would love to know how to 
ensure a safe existence for themselves...

If all you want is to survive, you stick with sane people, stay in the 
safe part of the city(in ex-ussr, this is usually the central one, with 
expensive restaurants, hotels and nicely-dressed people), don't 
argue with strangers and don't make yourself look too different 
from the local "normal".
