I would recommend to take previous experience of the project into 
account: we have a significant number of committers, and a huge backlog
of Pull Requests. I think that the documentation project will sufer 
a long period of some similar problems (for example, if you consider all
correct information on Wiki to be something to put into the manual…), 
and the plan of action should try to prevent burnout of the dcumentation
team.
