[Nix-dev] Custom packages and build-support functions

`buildPecl` is defined in `top-level/php-packages.nix`, which is imported
in `top-level/all-packages.nix` as `phpPackages`. So try replacing
`buildPecl` with `phpPackages.buildPecl`.
