what Nixpkgs branch are you on? The current 'master' branch (a.k.a.
'nixos-unstable' channel) has cabal-install 1.22.x, and it builds fine:

  $ nix-build "<nixpkgs>" -A haskell-ng.packages.ghc784.cabal-install
  /nix/store/p6wh37rmnmx74qbm7rrpbr7rna95wqkz-cabal-install-1.22.3.0
