[Nix-dev] Why is there no netctl?

I'm not a core dev but it seems to me that netctl
<https://wiki.archlinux.org/index.php/Netctl> is a tool that Arch Linux
introduced recently ? There's probably no objection to have it packaged,
just that network settings is already handled by a couple of other tools
already.
