[Nix-dev] Working on Erlang packages

Hello Nix devs

I have started working on bringing in Erlang packages into Nix world.
Foundation of the work has been merged into master:

TL;DR: Import packages from Hex.pm and build them with rebar3. Make
maintenance as automatic as possible with tooling to what is done for
Haskell.

Please refer to the issue for more details. It's my evening for-fun
project, so progress is expected to be slow, but steady.
