Thought a little more about this, for now gtk 3.16 is the only requiring
gettext with expat. I will add a gettextWithExpat function in
all-packages.nix with wraps the binaries with LD_LIBRARY_PATH. Given
it's only a build dep, shouldn't be that big problem.
