[Nix-dev] Moving some of the NixOS setup to nixpkgs

I do support such efforts, but I was recently surprised by the 
nontrivial opposition against them, e.g. [1] and when discussing on the 
last sprint. I didn't really understand the reasons against, or forgot 
them...
