A bit more:

* Copy kde-4.12 to kde-4.13.

* Download all of KDE locally, via "wget -r
http://download.kde.org/stable/4.13.1" or something like that.

* Run kde-package/kde-manifest.sh and l10n/l10n-manifest.sh to update all the
version numbers and tarball hashes.
