i did not touch this option, so it must be set to true by default.

Thanks for the explanation, but this is a bit strange.  This is not mentionned in User management section of the NixOS manual.  In the appendix B, the description of users.mutableUsers option says that if it is set to true,
> On system activation, the existing contents of the /etc/passwdand /etc/group files will be merged with the contents generated from the users.extraUsers and users.extraGroups options.
In my case i had

    users.extraUsers.alexey.extraGroups = [ "wheel" ];

and i had removed the previous alexey account, so there could be no merge conflict, and still the newly created alexey account did not have the wheel group.
