[Nix-dev] hydra.nixos.org is confused

No, this is a VM test which shouldn't have real network access (the 
reason the tests are run with a binary cache in the first place). 
Aszlig's diagnosis is correct here, the only question is whether we 
*want* binary caches to be skipped for fetchurl or not.
