No clue, but the most recent version doesn't run without it.
When I start chromium from the commandline, it complains a bit:
> $ chrome

NaCl helper startup ack (0 bytes)
Also no clue if it did do that before. Anyway, it doesn't seem to have
any other observable consequences.
