You shouldn't need ISO-8859-1 anywhere. I've UTF-8 all around, and I use that
very often (Well, I don't use utf-8 in the vcs; I don't know even if it works
there).
Maybe you wrote the supportedLocales somehow wrong? Can you check locales work
fine for you? "ls --help" is properly localized?
