[Nix-dev] stdenv-updates

Hi!

A few things I'd like to do before stdenv-updates merge:
 * remove HAL and old policykit;
 * merge libpng15 into stdenv-updates;
 * replace "libiconv" magic with libiconvOrNull and libiconvOrGlibc attrs;

What do you think about creating nixpkgs/branches/stdenv-updates/TODO.txt 
for the list of things that should be done before merge?

It seems that other items in my TODO list (qt-4.8.0 by default etc.) touch 
less packages.
