From my understanding, the sources aren't saved in nixpkgs, they're
just on a nixos.org server somewhere. So if this is a significant issue
we can just remove that tarball and change the url in nixpkgs... Unless
providing a method to download a file hosted elsewhere could itself
violate the GPL, in which case we'll have to update binutils.
