Debian’s ‘libblas-dev’ says it’s public domain but I can’t find any
notice in ‘blas.tgz’, which would effectively make it non-free (and
essentially unusable).

The wording at http://www.netlib.org/blas/faq.html#2 suggests that the
intent is to make it non-copyleft free software, but it’s informal.

Surprising for such a widely used piece of code...
