[Nix-dev] Improving Hydra email notification

Hello,

GNU folks asked for various improvements about Hydra’s email
notifications.  I know christmas is over, but here’s a wish list:

  * Send notifications upon switching from the pass/fail state to the
    other one.  I think this would greatly improve usability.

  * Add the tail of the build log to the message.

  * Remove extraneous blank lines (see, e.g.,
    http://article.gmane.org/gmane.comp.gnu.inetutils.bugs/2539).
