Let me be very clear:
  - usually scons scipts override PATH of env overriding the default
    whatever it is (so the patch does have no effect)
  - if they don't - your build is likely to fail - because you don't have
    /bin/gcc or the like. In this case the patch would make the build
    work.
So I don't see any risks. You fail to tell me about those. Yet you
prefer the risk of failing builds causing to to patch scons build files
making them do what the patch would have done - changing their behaviour
on non nixos systems - in the way the patch does for nixos.

So there is no point keeping the "maybe won't work" behaviour which is
the documented one you prefer.

But it seems that I'm the only one thinking differently

We can stop this thread. As I said earlier - I'm no longer going to
force anything on anybody.
This shows that my vision is different from yours.
