In practice it’s never been an “abstract” option though: it’s always
been tied to OpenSSH.

How would you allow the coexistence of different SSH daemon
implementation, in particular GNU lsh and OpenSSH?  The current
solution, where each one has its own name space and its own ‘enable’
option looked good to me.
