[Nix-dev] custom config no longer used when system config file is added

Some days ago I've added /nix/etc/config.nix..
Today I wondered why some packages did no longer work.

I find it unpleasant that the administrator can override your config.
You can always set NIXOS_CONFIG .. However I'd prefer that if my config
exists that is taken no matter what an administrator does.
How do you think about this?
