[Nix-dev] Making NTFS and CIFS optional

Hello,

As I use neither NTFS nor CIFS, I'd prefer it if these filesystems were
optional.  Currently, they are systematically built as a dependency of
`mount' in `system.nix' (and they're not in the channel).  Opinions?
