1. "License" is American spelling. I would not say that American
spelling is correct and British is wrong. The authors of the packages
bearing LICENCE file are, of course, mostly from the UK.

2. Anyway, unlike default setup.sh, builder-defs already does an honest
effort to automatically ship anything which would be a logical place for
  copyright-related information. So even if "licence" would be
considered correct only in one minor dialect of English (5% of all
native speakers, for example), it would make sense to try and copy
LICENCE file if there is at least one known package that uses it for
copyright information.

3. There is an upstream package that actually requires redistributors to
ship the copyright notice with all copies of the package and puts it in
LICENCE file. I plainly do not want to rename the file with the notice
without a very good reason.
